彼等 has the following definition online:

I’ve just added to Skritter with the following definition:

they (not including speaker or writer, particularly used for people or powers responsible for unpopular behaviour or decisions)

But am not 100% confident with the translation (I am mostly confused on the structure of the part after the semicolon, particularly what 所强加, 限制行为或决定, 应该负责 refer to)). Can anyone comment / correct?
