Is Skritter fully functional on my android phone or do I need Macromedia Flash or JavaScript to use all the features? I received an error msg or read elsewhere something saying I needed one or the other.

You should use the Skritter app on android; it is stable and made with HTML 5 so you don’t need flash. The beta website is also made with HTML 5 and doesn’t need flash. However the regular webapp still needs flash.
