Solutions:
Wacom: what made it work for me was this indeed.

1. Copy-paste this into the Chrome address bar: chrome://flags/#direct-manipulation-stylus
2. In the drop-down menu that displays Default change it to Disabled.
   
   
3. Restart Chrome.
