Why doesn't Skritter measure time spent reviewing

One question, this is about how Skritter measures time spend studying. I spend a lot of time reviewing the character and sample sentence after putting in my answer, I would say my time spent doing that is much more helpful for my studying than the actual responding to the question part of skritter. Is there a reason why that time is not measured, aside from making it look like it doesn’t take much time to learn new characters.

The idea is to emphasize time spent actively recalling versus rehearsing, though there have been plans to improve AFK tracking.
